小攻城師的戰場筆記

User 反映，在網站為 HTTPS 時，用 IE 下載 Office 檔案（包括 Word 與 Excel），Office 會跳出「載入SSL程式庫時，應用程式發生內部錯誤」(The application experienced an internal error loading the ssl libraries) 的訊息。

上網查一下：

1. "Certificate Error while opening Excel file" 這篇說是 Office 需要網站支援 TLS 1.0 或 SSL3，但我們的網站只關了 SSLv3，TLS 1.0 是有支援的。
2. "Outlook 2016, 2013 and 2010 SSL Cert Solution" 這篇說可以改註冊表 (registry)，但是我沒有權限可以幫 user 處理。
3. "Office 2013 error "Certificate error: The Application Experienced an Internal Error Loading the SSL Libraries" when opening files" 這篇說都是 Windows update 的問題，而且在 Windows 7 不會再去解決這問題了。

以上都無法解決今日狀況，先記錄下來。Orz

(2021/03/06 update!) 事隔三年有人留言說到解決辦法了！

在《EXCEL 出現SSL憑證錯誤--已解決》一文裡提到，微軟的 "Update to enable TLS 1.1 and TLS 1.2 as default secure protocols in WinHTTP in Windows" 裡頭有 hotfix，下載安裝後就可以了。我沒有權限可以嘗試，請參考看看囉。
